Across much of the world, young people are two or three times more likely to be out of work than their older counterparts. This essay will examine the principal causes of this imbalance and propose practical measures for addressing it.

The most fundamental cause is a mismatch between what education systems produce and what employers actually require. Universities in many countries continue to enrol large numbers of students in academic disciplines for which there is limited commercial demand, while sectors such as construction, healthcare and software development report persistent shortages of qualified staff. A second, self-reinforcing cause is the experience requirement embedded in most job advertisements: graduates cannot obtain a position without prior experience, yet they cannot acquire experience without a position. During economic downturns this trap tightens further, since firms facing uncertainty prefer to retain experienced employees rather than train newcomers.

Several measures could break this cycle. The most effective is a properly funded apprenticeship system in which employers receive a wage subsidy for taking on trainees, as operates in Germany and Switzerland, where youth unemployment is consistently among the lowest in Europe. Governments should also work directly with industry to redesign vocational curricula so that qualifications reflect current technical requirements, and should require universities to publish graduate employment outcomes, allowing applicants to choose courses with open eyes. Finally, temporary reductions in payroll taxes for firms hiring workers under twenty-five would make young candidates more attractive precisely when they are most vulnerable.

In conclusion, youth unemployment stems largely from a disconnect between education and the labour market, compounded by employers' demand for experience. Subsidised apprenticeships, industry-aligned training and targeted tax incentives together offer the most realistic remedy.
